The incumbent is the technical authority for the management of audits and evaluations concerning intelligence or acquisition special access programs (SAPs), security related matters, and related disciplines for the Inspector General, DoD. Incumbent is responsible for the management of audits and evaluations that involve missions, functions, programs, and systems of one or more support activities for intelligence, operational, and acquisition SAPs.
Manages overall research; conduct of senior level internal and external coordination; and is responsible for planning, directing, and controlling the resources necessary to ensure performance of adequate coverage in DoD special access programs, and security related areas of responsibility. Responsible for managing special audits and evaluations, quick response audits and evaluations, audits and evaluations originating from the DoD Hotline, and other audits and evaluations as assigned.
Serves as the primary OIG focal point for all matters related to Special Access Programs. Responsible for implementing OIG SAP oversight responsibilities as described in the DoD Directive 5205.07, ?Special Access Program Policy.? Serves as the primary OIG liaison with DoD Special Access Program Office (SAPCO) and Special Access Program Oversight Committee (SAPOC). In coordination with the OIG Security Office, serves as DIG-ISPA?s action officer for establishing and implementing OIG policy related to access and control of Special Access Program information.
Performs management reviews to determine if audits and evaluations are progressing in accordance with Generally Accepted Government Auditing Standards (GAGAS) of the Council of the Inspector General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Special Program Assessments policies, and evaluation and inspection standards as required. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized expereice is defined as: Leading major projects or assignments using a range of analytical and evaluative methods and techniques, qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude; and using management principles and processes to perform project management duties to coordinate and integrate project objectives and recommendations.

Education is not substitutable for specialized experience for this grade level.
Background or Security Investigation: Position has been designated as Critical Sensitive; incumbent is required to obtain and maintain a Top-Secret clearance.
The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG. HOW YOU WILL BE EVALUATED:

Ability to provide guidance and advice to senior leadership on developing strategies to accomplish organizational goals and objectives on current and projected proposals.
Skill in overseeing and implementing a wide range of comprehensive qualitative or quantitative methods for the assessment and improvement of program standards.
Knowledge in utilizing management and organizational policies and procedures to perform a wide variety of research studies related to program improvements, reviewing methods, and/or long-range planning of program operations.
Ability to supervise a staff by establishing priorities, allocating resources, and evaluating subordinate work performance.
Ability to collaborate and engage with stakeholders and other agencies of similar programs or projects to identify shortfalls and corrective actions based on collected data.
