The director will supervise the maintenance of accurate Upward Bound data to generate annual reports and to evaluate the performance of participants and the attainment of project objectives and then prepare and submit Annual Performance Reports utilizing federal and college procedures; will initiate and lead the interviewing, hiring and evaluation process of all staff; develop a strong working network with staff, students, and parents of the high school participants; develop support systems and mechanisms to achieve program component goals, such as increasing student retention, and graduation rates as outlined in the program proposals.
Additionally, the director will develop, coordinate, and implement a summer program as described in the grant proposal and coordinate student field trips.
Specific Duties Develop and implement the objectives, policies, and procedures of the Upward Bound Program consistent with federal guidelines in coordination with the goals of the universityManage the Upward Bound budget and monitor spending on a continual basisSelect, train, supervise, and evaluate all personnel of the programEvaluation of the program activities and completion of all administrative requirements including writing and submission of federal reportsWriting and submission of the Upward Bound grant for renewal every 5 yearsPlan, coordinate, and evaluate the Academic Year Component and Summer Program Component activities and curriculumVisit target schools regularly to assess the students and program s needsServe as the primary liaison with the federal offices and remain abreast of all regulations and guidelines pertaining to program planning and budgetingPrepare and submit the Annual Performance Report (APR) and financial reports to the Department of EducationProvide research data and evaluation of program students and objectives and make said information available to appropriate staff and administrationServe as the liaison among target communities, the target schools, the university, and the programRepresent the university and the Upward Bound Program at state, regional, and national Upward Bound professional meetings.

Required QualificationsEducationMaster s Degree in higher education, counseling, social work, or related fieldExperience- Three years of professional experience assisting first-generation and low socio-economic students graduate high school and enroll in college- Familiarity with federal administrative and budgeting guidelines, policies, and procedures governing federal grants at the institutional and federal level- Familiarity with federal administrative and budgeting guidelines, policies, and procedures governing Upward Bound Programs- Ability to work effectively with others in a team environment- Excellent oral and written communication skills- Ability to utilize modern technology and communication platforms- Ability to work an irregular schedule including in the evening and up to two weekends a month- Ability to plan and implement programs for approximately 80 students and staff- Ability to perform all duties listed in the job descriptionMust be able to perform all essential job duties as outlined in the job description.

The check will bounce and the victim is left responsible.
