Supervisory Training Specialist

Summary This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Mission Support Team (MST), Human Capital Management (HCM), Training Education Development Division (TEDD).
The incumbent serves as a Supervisory Training Specialist and Chief, TEDD.
The purpose of the position is to supervise the Division providing training and education for employee development.
Responsibilities Exercises supervisory authority and responsibilities to include setting expectations and goals, assigning work, and measuring performance of employees.
Administers agency?s employee development program, performs needs assessments/surveys, and develops and implements programs to broaden qualifications of employees to improve performance.
Manages the Learning Management System (LMS) automated system to manage, track, and verify compliance and other training required of and completed by employees.
Evaluates the overall training program, identifies training areas to assess, and makes recommendations to increase effectiveness and efficiency.
Develops automated systems approaches for presenting employee development reports, interprets and analyzes data extracts and reports, and delivers presentations and reports to agency supervisors and leadership.
Responsible for agency employee development program budget, equipment and facilities, and the development and execution of agency training.
Requirements Conditions of Employment Qualifications Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience is defined as:
Experience applying employee development concepts, principles and practices related to planning, evaluating, and administering employee development and career development initiatives.
Manages the development and implementation of an organization-wide vision, concept, and framework for employee development.
Manages a learning management system, conducts needs assessment, and evaluates effectiveness and return on investment of courses.
Manage budget, equipment, and facilities.

Paid and unpaid experience, including volunteer work done through National Service programs (e.
g.
, Peace Corps, AmeriCorps) and other organizations (e.

, professional; philanthropic; religious; spiritual, community, student, social) is qualifying.
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement.
Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education Education cannot be substituted for experience at this grade level.
Additional Information If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a 1-year probationary period.
