As a critical member of the SPAs Homeland Security and Federal Civilian business development team, you will work under the Director of Growth collaborating with Executives, Senior Managers and their Portfolio Leads to support the implementation of growth campaigns to expand SPAs presence across the Homeland Security and Federal Civilian Enterprise.
You will lead qualification, capture, and proposal activities for assigned opportunities that support SPAs expansion.
Responsibilities:
In this role you will report directly to SPAs Director of Growth for Homeland Security and Federal Civilian Markets.
You will lead opportunity qualification, capture, and proposal activities for assigned opportunities to maximize company strategic positioning, customer relations, industry collaboration, and the development of market insights on requirements, acquisition strategy, acquisition timing, and contract vehicle choices to improve win rates.
You will lead the development of market research to include customer preferences, competitive analysis, and incumbent strengths and weaknesses.
You will drive teaming arrangements to bring the best capabilities to any competition.
You must develop relationships with line staff, management, and business development peers across the company to lead the development of coherent responses to RFIs, compelling white papers, and persuasive proposals.
You will lead the development and delivery of executive presentations for gate/capture approvals and proposal artifacts.
You will lead the development of after-action reviews for business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
You will work closely with the Director of Growth to collaborate on capture strategies, inform and update progress, respond to requests for information, and ensure consistent progress against opportunity schedules.
Qualifications:
Required Qualifications:
Possesses a Bachelors degree and a minimum of five (5) years of experience in supporting opportunity capture efforts at Department of Homeland Security or other Federal Civilian agencies.
Proven track record of successful capture and proposal development and proven experience managing successful captures.
Previous Department of Homeland Security and/or Federal Civilian agency program management experience with a track record of establishing, and expanding, strong client relationships resulting in corporate growth at the agency.
Detailed knowledge of the Federal contracting process and demonstrated working knowledge of the Federal Acquisition Regulations and high proficiency with Microsoft Office, SharePoint, and Teams applications in presenting ideas, information, and reports and knowledge management.
Ability to work with management and technical staff to identify capabilities, understand applicability, and develop solutions to address target customer challenges and needs and inform engagement strategies and proposal content.
Qualifications:
Previous experience at the Department of Health and Human Services, Department of Transportation, and/or Department of Homeland Security civilian agencies for programs that require technical advisory, studies and analysis, consulting, or SETA support services.
Significant experience performing internet research and analysis to comprehensively provide responses that address information needs and previous experience with analytical tools such as Deltek GovWinIQ and Bloomberg Government.
Ability to operate independently with limited supervision and to establish a solid relationship with line, management, and BD peers across the company.
Proactive, clear communicator who prioritizes respectful communications and values establishing solid relationships with line, management, and peers.
Active US Government Security Clearance.
