Engility Corporation, building on IRG's legacy in international development, seeks qualified candidates for the position of Contracts Manager. The Contracts Manager will provide contractual support for U.S. Agency for International Development (USAID) and other donor-funded contracts based in the U.S. and around the world. The incumbent will be responsible for managing the logistical and substantive life-cycle of multiple international development contracts, consisting primarily of USAID-funded contracts.

Responsibilities:
Serve as Liaison between the IDSG Division Home Office and relevant USAID Missions worldwide (Contracting Officers);
Provide logistical oversight to program managers on contract inception, implementation, and closeout activities, including preparation of contract briefing materials, required approvals, allowances, funding, procurement, property inventory, and audit file documentation;
Analyze contractual commitments, specifications, and changes and develop a logistical program to prepare necessary subcontracts, purchase agreements, task orders, and subcontract modifications;
Prepare and negotiate Subcontracts, Purchase Agreements, Independent Consultant Agreements, Contract, and Task Order modifications; negotiate and approve rates and funds sufficiency; perform periodic contract budget monitoring;
Prepare cost proposals for USAID solicitations, including budget narratives with justifications of cost and fee;
Interact with IDSG Senior Management to ensure smooth implementation of contracts; organize logistical flow of contract implementation by company managers;
Organize and conduct periodic contract performance and administrative compliance reviews for project logistics teams;
Perform other duties as assigned.
MINIMUM TANGIBLE
Qualifications:
Bachelor's degree in any of the following disciplines: business administration, management, accounting, law, or related field;
At least eight years of progressive experience in USAID project and contracts management and USAID proposal cost and budget development;
Ability to effectively interface with various levels of management and clients to support preparation of budget offers, pipeline analyses, and proposal modifications;
Comprehensive knowledge of U.S. Government service-type cost reimbursable, T&M;, and fixed price contracts and grants management;
Comprehensive knowledge of FARs and AIDARs;
Strong financial/budgetary skills; proficiency working with spreadsheet, especially Excel; proficiency with MS Word;
Willingness to work in a fast-paced environment;
Willingness and ability to travel occasionally to project locations for short-term work assignments;
Authorization to work in the U.S.
PREFERRED
Qualifications:
Spanish, French, or Arabic language skills;
Grants management experience;
Good writing and research skills;
Experience handling multiple deadlines;
Experience in contract audit practices and/or international purchasing;
Experience working overseas.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
