Project Overview:
In 2013, M&SCO mission, roles and responsibilities continue to evolve toward providing customers with increased technical expertise in models, modeling, simulations, and strategic integration tasks; planning, preparation, execution and administrative support to M&S SC meetings and conferences; policy development, interpretation, and implementation; public relations and outreach; and research and analysis of models, modeling, and simulations topics to support the DoD Communities.
Responsibilities:
M&SCO will rely on a contractor(s) to provide technical expertise in modeling, simulation, and related strategic initiatives to improve the state of the practice within the DoD in accordance with M&SCO mission. In addition, within SE, contractors provide technical expertise in support of the application of modeling and simulation and coordination of JCIDS related activities in support of the SE priorities.
Research and understand acquisition policies/guidance/programs, develop recommendations, and help implement processes and policies that would address opportunities, shortfalls, and best practices in the application of systems engineering processes and tools.
Assess systems engineering equities in support of improved acquisition as identified by statute, previous Defense Science Boards, and other emerging DoD policy and guidance for the acquisition community.
Assess system engineering equities, authorities, and responsibilities appropriate to different DoD enterprise governance levels (e.g., Joint Staff, OSD, PEO, Service Headquarters, Program Office)
Help develop/change policy, guidance and standards to address SE shortfalls, new requirements, and consistency issues.
Required:
Master's degree in an engineering discipline (systems engineering preferred)
Experience in working complex problems and distilling issues down into decisional points
Experience in planning, briefing, and coordinating senior-level technical reviews, panels, or similar meetings with diverse participants
Experience writing effective papers/briefs
Desired:
10
years' experience in the technical discipline of Systems Engineering
Previous significant experience (10
years) and education in systems engineering, DoD requirements generation and acquisition processes, strong weapons system or operational analysis, senior staff responsibilities (Major Command, Service or Combatant Command Headquarters, or Joint Staff/OSD), and involvement with systems engineering in an acquisition context
Clearance Required: Current Secret Clearance
