Mission Statement
This position is located in the Defense Human Resources Activity (DHRA) Headquarters, Procurement Support Office (PSO). DHRA is a Field Activity of the Under Secretary of Defense (Personnel and Readiness) (USD (P&R;)). The Director, DHRA, reports to the USD (P&R;). DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resources matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area data bases for the DoD. DHRA is a dynamic organization involved in the implementation of reorganization, reform, and restructuring within the Office of the USD (P&R;).

Must be a U.S. Citizen. Application materials must be received by 11:59PM EST on the closing date. As aeCommerce Specialist you will be responsible for the following duties:
Monitors the plan, design and application of PSO databases and PSO website, making any needed upgrades and improvements to automated systems.
Identifies specific issues and problems concerning procurement procedures as they relate to the integrity of the automation initiatives.
Develops and prepares statistical information in chart and graphic form on a scheduled and ad hoc basis.
Reviews and recommends revisions in determining what needs to be done in order to develop and provide policy guidance to action officers and technical experts on new or unusual eCommerce systems applications characterized by uncertainty in approach, methodology, and or interpretation/application of broad procurement policy guidance.
Researches and identifies features to be used in the automation of the DHRA procurement process.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Specialized experience required for this position is:
Managing data collection and reporting of management information systems.
Performing contract writing and acquisition planning.
Ability to perform procurement automation system upgrades and changes.
Specifically you will be evaluated on the following competencies :
1. Knowledge of policies, concepts and theories of acquisition, purchasing, contract adminstration and program management procedures and responsibilities.
2. Knowledge of eCommerce systems development plans, relative priorities between competing systems and long range operational plans and priorities.
3. Ability to communicate orally and in writing.
