Sr. Subcontracts Administrator

DEI is seeking a qualified Sr. Subcontracts Administrator who will be responsible for the procurement of materials, equipment or services that support DEI's business efforts. Their duties will include managing the entire lifecycle of the subcontract, including identifying company's specific needs, researching and negotiating with possible sources, and deciding which provider to select as the subcontractor. PRIMARY
Responsibilities:
- Prepares RFP/RFQ's, analyzes and evaluates proposals, negotiates subcontract provisions, mitigates risk, selects or recommends subcontractors, writes awards, and administers resulting contracts.
Monitors subcontractor performance through the life of the contract.
Negotiates and coordinates additions, deletions, or modifications to contract provisions and terms and conditions.
Assists in developing and negotiating specifications/statement of work, price, date of delivery and other contractual and licensing provisions with subcontractors.
Evaluates proposals to determine the best value suppliers.
Conducts negotiations with all levels of supplier/subcontractor management.
Ensures compliance with procurement guidelines, company policies, and strategic company objectives.
Develops and implements long-term and short-term strategies to accomplish business unit objectives.
Works directly with legal counsel to negotiate Master Purchase Agreements and Product Support Agreements with suppliers.
Regularly interacts with company executive management and subcontractor management regarding highly complex requirements and issue resolution.
Performs cost/ price analysis and negotiations to achieve program cost savings initiatives.
Works with the integrated project team to perform supplier selection in accordance with the overall business objectives.
Presents conclusive recommendation for contract award to Management for approval.
Accountable for subcontract status and maintenance; supplier performance metrics; reporting to all levels of Management.
Coordinates and participate in supplier meetings to ensure contractual compliance.
Maintains accurate purchasing files to support company record keeping policies and potential audit trails.
Manages subcontract deliverables and milestone events schedules, assist with problem resolution and provide subcontract advice to internal customers, and senior management as required.
Works with internal customer to understand requirements to ensure proper suppliers are solicited.
Stays abreast of market conditions and trends.
Gains insight into industry best practices and procedures.
Completes subcontract close-out activities as required.
Resolves payment and receiving issues with Finance and Logistics groups.
Supports status review meetings including, Program Reviews, Schedule and Milestone Reviews. BASIC REQUIRED
Qualifications:
- US Citizen
Bachelor Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience.
5-6 years Procurement Experience with 2-3 years contract experience in moderate to high dollar annual procurement
Highly organized with strong attention to detail
Direct experience in developing, negotiating, and managing contracts from inception to closure
Strong negotiations and leadership skills
Must have excellent customer service skills and the ability to communicate with all levels of internal customers
Knowledge and ability to interact with suppliers and engineering teams
Excellent oral and written communication skills are a must
Excellent presentation skills required
The ability to work independently with minimum supervision and juggle multiple priorities in a fast-paced, dynamic environment
Strong interpersonal skills for building customer relationships with subcontractors and all levels of company personnel.
Highly motivated; results focused and act with a high sense of urgency
Ability to apply sound business judgment and strategic guidance to management in a deadline oriented environment
Strong data analysis skills

Qualifications:
Certified Professional in Supply Management (CPSM) designation from the Institute for Supply or Certified Professional Contracts Manager (CPCM) designation from the National Contracts Management Association
