Evolving Acquisition to support the warfighter.
The office of the Under Secretary of Defense for Research and Engineering or USD (R&E) requires mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and aid in the prioritization, alignment and validation of requirements within Joint Capabilities Integration and Development System (JCIDS) to deliver modernized capabilities that enable an all domain joint force aligned with future Joint Warfighting Concepts.
Qualified Candidates will assess capability gaps and needs by mission versus system or Service and will focus on outcome rather than process.
JOB DESCRIPTION AND
Responsibilities:
Supporting engagements and integration of mission engineering activities across a range of OUSD(R&E), Joint Staff, DoD, and Federally Funded Research and Development Center (FFRDC) stakeholders.
Integration activities involve:
reviewing stakeholder artifacts and staff packages, meeting preparation for government officials, participating and representing OUSD(R&E) interests in meetings, monitoring and reporting on external activities, sharing USD(R&E) mission engineering products, integrating plans, and soliciting input for USD(R&E) mission engineering activities Supporting the OUSD(R&E) Chief Engineers by coordinating weekly team meetings, tracking action items and preparing responses to suspenses Conducting mission engineering and analysis studies to evaluate the efficacy of legacy architectures and new technologies in new mission concepts of employment to meet evolving joint mission objectives Supporting the OUSD(R&E) modernization area Assistant Directors to help develop their technology roadmaps to fill warfighter capability gaps Supporting engagement and integration of mission engineering activities across a range of stakeholders and customers.
These forums will include OUSD(R&E) industry engagements and conferences / symposium to discuss mission engineering Supporting the development of Joint Concepts of Operations (CONOPs)/Concepts of Employment (CONEMPS) by participating in Wargaming, Tabletop Exercises, and workshops; assisting with scenario development and technology/capability content; and attending exercises to inform plans and strategies that will inform mission engineering analysis Supporting the Joint Capabilities Integration and Development System (JCIDS) by reviewing Capability Based Assessments & capability requirement documents, participating in Joint Staff working groups, and preparing OUSD(R&E) principals for data driven decision meetings.
Working with the Services and COCOMs to understand integrated priority lists REQUIRED SKILLS AND
Qualifications:
Security Clearance:
Top secret/SCI Active TS/SCI Security Clearance Bachelor degree in Operations Research, Mathematics, Statistics, Computer Science or similar discipline 10
years of experience in providing decision support via the application of Operations research techniques across diverse defense capabilities, programs, and problems Strong quantitative and analytic abilities to integrate and analyze data, solve problems, and effectively communicate results to senior leaders and decision makers Familiarity with multiple community-standard simulation capabilities (eg, Advanced Framework for Simulation, Integration and Modeling (AFSIM); Synthetic Theater Operations Research Model (STORM); ARENA; Systems Tool Kit (STK); Integrated Threat Analysis Simulation Environment (ITASE); MatLAB, etc.
) Experience with Excel, Access, SAS, JMP, and VBA to support data analysis and visualization DESIRED SKILLS AND
Qualifications:
Master Degreein Operations Research, Mathematics, Statistics, Computer Science or similar discipline Experience with high-fidelity performance assessment, kill chain-, and force-on-force analyses Programming experience with R, Python, MATLAB, and generic optimization packages Outstanding skills in communicating complex technical issues, and in providing comprehensive written and oral products appropriate to senior leadership WORK LOCATION:
