This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade (OT), Trade Transformation Office (TTO), Client Services Division located in Alexandria, VA. This is a Recent Graduate appointment in the Pathways Program. Selected individuals are placed in a dynamic one year development program in the excepted service designed to lead to a competitive civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term (position lasting 1-4 years with an extension up to 120 days) or permanent position within the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied. This position starts at a salary of $48,670.00(GS-7, Step 1) to $77,396.00 (GS-9, Step 10) with promotion potential to $77,396.00(GS-11 Step 10). Typical work assignments include:
Providing technical assistance and direct support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements; Coordinating with employees participating in evaluating the content of new or modified legislation for projected impacts upon OT programs; Assisting with the development, implementation, and monitoring of sophisticated management information systems that focus on long and short range planning, policies and programs in the direction of goals, objectives and priorities established by statutes, executive orders, the Department, or executive management; Providing advice to managers in developing policies in assigned program areas and recommending guidance to achieve organizational objectives, and providing recommendations for future program objectives and improvements; and Planning, conducting, or participating in special studies that includes trade compliance and task forces, and providing assistance to headquarters and field office staff.
Experience:
You qualify for the GS-7 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting with coordinating and overseeing administrative programs; Assisting with special studies performing fact-finding and investigative techniques, cost-benefit analyses, position management, surveys, work measurement, developing, implementing, and monitoring sophisticated management information; and Providing technical assistance, administrative support and assisting with briefings and presentations.
Experience:
You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting with directing, coordinating, and overseeing administrative programs; Developing background information for special studies, researching official documents, compiling and charting statistical data, and analyzing information for incorporation into final reports, and special projects; Providing assistance to managers evaluating policies in assigned areas and providing recommendations for improvement; and Assisting with the design and administration of planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. You may substitute the successful completion of one year of fulltime graduate education for the experience required at the GS-07 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR:

You may also substitute superior academic achievement for the experience required at the GS-07 level. You must have completed the requirements for a bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, or have a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. or LL.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement. Combining Experience and Education:
To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
