Contract Specialist

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 . As a Contract Specialist at the GS-1102-13 some of your typical work assignments may include:
Plans the overall approach to meet contracting program objectives for procuring a variety of complex requirements involving highly specialized procurements of significant importance to the Agency. Analyzes difficult contracting issues and determines recommended course of action, which often departs from previous approaches. Develops evaluation criteria to use in determining source selection and best value request for proposal which include utilization of past performance data and technical qualifications for awards other than lowest price. Procures more complex and/or diversified commodities, services, and/or research and development. Determines appropriate method of procurement, e.g., scaled bidding or negotiation using a wide range of contracting methods and contract types. Executes post-award contract performance management actions on a group of contracts, such as those with cost reimbursement and/or those with incentive arrangements. Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Working with interagency/international partnerships and contracts abroad. Executing pre and/or post-award contract performance management actions on a group of contracts, such as those with cost reimbursement and/or those with incentive arrangements. Comprehensive knowledge of contract administration sufficient to monitor the agency's largest dollar value and most active contracts, which includes all contract types, e.g. fixed-price, cost reimbursement, and contracts with incentive provisions. Knowledge of contract cost analysis techniques sufficient to prepare detailed analysis on individual elements of cost and profit for a variety of pre-award and/or post-award procurement actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:
DAWIA EDUCATION REQUIREMENTS, Public Law 106-398, Section 808:
A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a civilian employee in DOD or member of the Armed Forces, who occupied a GS-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000 is excluded from the requirements of A.above, but must meet the requirements identified in Public Law 101-510, section 1724:
A OR B above, or 10 years of acquisition experience prior to October 1, 1991. TRANSCRIPTS MUST BE SUBMITTED TO VERIFY THE ABOVE EDUCATION REQUIREMENTS. SPECIALIZED

In addition to meeting the DAWIA requirements above, applicants must demonstrate one year of specialized experience. NOTE:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
