Human Resources Assistant (Classification, Recruitment and Placement)

During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time. This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Trademark Corporate Division. As a Human Resources Assistant in the Recruitment and Placement and Classification Workforce Employment Division, at the full performance level of this position you will be performing the following duties:
Assisting HR Specialists, supervisors, and management officials by performing technical and administrative work in support of classification, staffing and recruitment and placement programs including merit promotion and delegated examining functions. Utilizing automated HR systems and databases; i.e., NFC, Empower, EPIC, SharePoint, to enter, update, correct and retrieve data to perform technical and administrative support functions and produce reports. Independently identifying and coding all personnel-related forms daily, e.g., Personnel Action Request (PAR), OF-8 and CD-516, (PMSO) forms. Independently identifying the appropriate accession or position and pay change criteria. Preparing, annotating PARS, and processing accessions by completing and verifying SF-52 data elements/processing entries. Ensuring data contained on the applicable Record/Individual Position Data cover sheet is accurate and applicable. If discrepancies are found during the process, the HR Assistant independently resolves or when necessary, discusses courses of action with specialists and provides recommendations to resolve the problem. Preparing and processing actions by completing and/or verifying PAR data processing entries:
(1) separations, e.g., resignations, terminations, removals, LWOP, position and pay changes; (2) position and pay changes e.g., reassignments, promotions, changes to lower grade, changes in job titles, occupational codes, position numbers, organizational data, general pay increases, within-grade increases; and (3) other changes, e.g., name changes, conversions in type of appointment. Responding to non-technical and limited technical inquiries regarding recruitment and placement missions and functions, status of assigned organizations' actions. Assisting with on-boarding new employees in the competitive and excepted service and ensuring all associated paperwork and actions are processed in accordance with applicable Agency and OPM rules and regulations. You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-06. Specialized experience for this position includes:
1) Experience providing administrative support to Human Resources Specialists (e.g., creating evaluation forms for applicants, organizing information for participants attending new hire orientation, gathering data from different sources to compile reports). 2) Experience initiating and processing personnel actions (e.g. organizing information for participants attending new hire orientation, preparing tentative offers letters, creating new hire folders, uploading case file documents); and responding to applicant and/or inquiries. 3) Experience initiating and processing personnel actions (e.g. promotions, resignations, pay changes, new hire actions, change in duty station utilizing a variety of HR related systems such as (e.g. HR Connect, NFC, WebTA, Electronic Official Personnel Folder (eOPF). Experience:
is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-06. Specialized experience for this position includes:
1) Experience providing administrative support to Human Resources Specialists (e.g., , organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents); and responding to applicant and/or inquiries. 2) Experience initiating and processing personnel actions (e.g. promotions, resignations, pay changes, new hire actions, change in duty station) utilizing a variety of HR related systems such as (e.g. HR Connect, NFC, WebTA, Electronic Official Personnel Folder (EOPF). 3) Experience assisting with the resolution of system and data errors arising from the interface of an internal HRIS and external payroll system. Experience:
is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-07. Specialized experience for this position includes:
1) Experience applying human resources rules, procedures, and operations (e.g. to provide consultative services to customers and HR Specialists to discuss customer hiring plans, assist HR Specialists with evaluating applicant qualifications, draft vacancy announcements, and make job offers to selected candidates); And 2) Experience initiating and processing of personnel actions (e.g. resignations, pay changes, new hire actions, change in duty station) in a Human Resources information system (HRIS) that interfaces with an outside third-party payroll system. 3) Experience independently monitoring and resolving system and data errors from the interface of an internal HRIS and external payroll system; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
