Management and Program Analyst (COR)

Contracting Offier Representative (COR) is required for this position. Fair Credit Disclosure may be required for this position. As the COR, the incumbent is responsible for the administration, management, and oversight of the development, maintenance, and operational efficiency and effectiveness of assigned Trademark contracts. The individual selected for this position will Conduct comprehensive research, review and analyses on a wide variety of Trademark management programs to provide complex staff papers that address multi-functional issues. Provide expert quality formal and informal reports that address vital issues, multi-functional study and analytical approaches, expert level findings, and cogent, substantive recommendations that are primarily used as the basis for key executive-level management decisions. Review, analyze, develop, and make recommendations to convert operational, technical, and administrative related missions and functions that are susceptible to contracting. Serve as Trademark's principal expert on A-76 contract regulations and requirements, and contracting regulations, processes, and related requirements. Develop solutions to contract issues, changes to contracts, and direction of contract needs. Manage all substantive aspects of five contracts within the Trademark Office with a combined current value of approximately $5 million. Actively participate in meetings held by the Commissioner and Deputy Commissioners for Trademark Operations, Policy or Administration, their staffs, management, other USPTO personnel, other Federal agencies, customers, clients, and the general public. Provide expert assistance and advice to the Commissioner and Deputy Commissioners, Senior Executive Service members, and other managers, on contract and support staff activities throughout the Trademark Office. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.Specialized experience for this position for the GS-14 gade level includes:
Experience in serving as principal advisor on the procedural, technical, and administrative A-76 contract regulations and requirements. Experience in developing multi-layered transition or implementation plans, comprehensive long-range plans for future contracting efforts and projected FTE shortages. Experience in preparing long-range budget estimates to support contracting activities. Experience in developing contracting efforts programs and policies for oversight of a multi-million dollar annual contract to ensure adherence with applicable laws and regulations within an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
