IT Cybersecurity Specialist (CUSTSPT/INFOSEC), GS-2210-11/12/13

You will serve as an Information Technology Cybersecurity Specialist (CUSTSPT/INFOSEC) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of systems and components. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Perform duties required as Project Manager to transition the National Security Cutters (NSC) from acquisition into C5ISC support/sustainment Develop methods to monitor and measure risk, compliance, and assurance efforts Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that result in changes of organizational structures or staffing levels requiring labor relation matters Gather feedback on customer satisfaction and internal service performance to foster continual improvement Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems Negotiate for the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following:
having minor experience in Project Management; utilizing basic knowledge and understanding of ITIL Framework, Continual Process Improvement, and Systems Engineering Life Cycle (SELC) experience; having minor experience in managing service-based contracts; utilizing basic knowledge and experience with shipboard computer/network equipment to include configuration, maintenance and troubleshooting; and possessing knowledge of computer networking concepts and protocols, and network security methodologies. OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:
experience in Project Management; managing service-based contracts; utilizing knowledge and experience with shipboard computer/network equipment to include configuration, maintenance and troubleshooting; possessing knowledge of computer networking concepts and protocols, and network security methodologies; and utilizing basic knowledge and understanding of ITIL Framework, Continual Process Improvement, and Systems Engineering Life Cycle (SELC) experience. To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience may include the following:
extensive experience in Project Management; extensive experience in managing Information Technology service-based contracts; experience needed to develop and implement and coordinate activities designed to ensure protect and restore IT systems, services and capabilities; utilizing knowledge and experience with shipboard computer/network equipment to include configuration, maintenance and troubleshooting; possessing knowledge of computer networking concepts and protocols, and network security methodologies; utilizing extensive knowledge and understanding of ITIL Framework, Continual Process Improvement, and Systems Engineering Life Cycle (SELC) experience; providing and fostering IT systems collaboration and business and process focused strategic direction; providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; using judgment, initiative, and resourcefulness in deviating from established methods in order to modify, adapt, and/or refine broader guidelines; proposing new policies and practices in order to resolve specific complex and/or intricate issues and problems or research trends and patterns in order develop new methods and criteria; and establishing criteria; formulate projects; assessing program effectiveness; and/or investigating/analyzing a variety of unusual conditions, problems, or issues. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
