IT Cybersecurity Specialist (PLCYPLN/INFOSEC), GS-2210-11/12/13

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly manages information technology projects. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Participating in collaborative work teams in a matrixed environment and integrated project teams focused on organizational strategic issues and initiatives Develop methods to monitor and measure risk, compliance, and assurance efforts Provide advice on project costs, design concepts, or design changes Review or conduct audits of information technology (IT) programs and projects Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives Ensure that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems Negotiate for the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following:
minor experience in Project Management and managing service-based contracts; possess knowledge of computer networking concepts and protocols, and network security methodologies; basic knowledge and understanding of ITIL Framework, Continual Process Improvement, and Systems Engineering Life Cycle (SELC) experience; understand and able to implement the Department of Defense (DoD) and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) onto the USCG LAN infrastructures with minimal operational interruptions and still meet the USCG's requirements; analyze current LAN architectures and make recommendations to maintain and improve the existing LAN infrastructure, and security posture USCG wide; possess working experiences on CiscoWorks LAN Management Solution software (LMS), Cisco Prime Infrastructure, and other network management systems/tools; possess troubleshooting experience on Cisco switches and routers; evaluate and document the installation procedures of Cisco IOS and hardware upgrades, installation and replacement of LAN components; and present and communicate his/her technical proposals to colleagues, management and act as the liaison between the LAN team, vendors, and internal USCG personnel as needed. OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes the following:

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience includes the following:
extensive experience in Project Management; managing Information Technology service-based contracts; experience needed to develop and implement and coordinate activities designed to ensure protect and restore IT systems, services and capabilities; possess knowledge of computer networking concepts and protocols, and network security methodologies; extensive knowledge and understanding of ITIL Framework, Continual Process Improvement, and Systems Engineering Life Cycle (SELC) experience; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems. Use judgment, initiative, and resourcefulness in deviating from established methods in order to modify, adapt, and/or refine broader guidelines; propose new policies and practices in order to resolve specific complex and/or intricate issues and problems or research trends and patterns in order develop new methods and criteria; understand and be able to implement the Department of Defense (DoD) and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) onto the USCG LAN infrastructures with minimal operational interruptions and still meet the USCG's requirements; analyze current LAN architectures and make recommendations to maintain and improve the existing LAN infrastructure, and security posture USCG wide; possess good working experiences on CiscoWorks LAN Management Solution software (LMS), Cisco Prime Infrastructure, and other network management systems/tools; possess sound troubleshooting experience on Cisco switches and routers; develop lifecycle LAN projects from proof of concept, and evaluation to integration of existing and new systems; possess the ability to evaluate and document the installation procedures of Cisco IOS and hardware upgrades, installation and replacement of LAN components; establish and implement LAN policy, procedures, and standards to ensure adherence with DISA STIGs; and present and communicate his/her technical proposals to colleagues, high level management and act as the liaison between the LAN team, vendors, and internal USCG personnel as needed. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
