IT Cybersecurity Specialist (PLCYPLN/INFOSEC), GS-13/14
You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing the cybersecurity information technology projects for assigned areas. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Develop methods to monitor and measure risk, compliance, and assurance efforts Provide recommendations for possible improvements and upgrades Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully Gather feedback on customer satisfaction and internal service performance to foster continual improvement Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives Lead and oversee budget, staffing, and contracting Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Enhanced knowledge of and experience in implementing IT Infrastructure systems. Experience with the acquisition lifecycle framework to develop, release, evaluate and execute Statements or Work (SOWs), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs). Experienced in implementing IT Infrastructure systems in a hybrid/cloud environment addressing IT infrastructure and cybersecurity requirements. Enhanced experience in Project Management. Implementing DOD Security Reference Guides (SRGs) and Security Technical Implementation Guides (STIGs). Assisting with in-depth analysis of new and emerging IT Infrastructure technological, operating and other improvements to support continuous improvement in networking and computer environments. Knowledge of and experience in evaluation and documentation of the installation procedures of Cisco IOS and hardware upgrades, installation and replacement of LAN components and working experience with Cisco Prime Infrastructure, and other network management systems/tools. Working with customers, stakeholders, sponsors and other IT service providers to elicit requirements, resources and prioritization. Serving as a technician for IT Infrastructure systems, providing advice on project costs, design concepts, or design changes. Participating in collaborative work teams in a matrixed environment and integrated product teams focused on organizational strategic issues and initiatives. Preparing and presenting project management briefs, technical proposals to supervisors and management. To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.
