Information Technology Specialist, GS-2210-14 NF (Temporary Promotion or Detail Only)

The incumbent will perform the following duties:
Serves as an advisor and technical authority on HC systems-related projects for the Agency. In this role the incumbent supports the goals and objectives of the front office and the mission of NSF. As the main HC technical liaison within HRM, this position is responsible for cooperation with and daily relationship management with the ORIM Division of Information Systems (DIS), HRM administrators and HRM external systems representatives (for Shared Service Providers and vendors), agency business/functional areas (budget/finance, program, etc.). Manages the development and administration of an HC data warehouse as part of an overall NSF enterprise data warehouse. Responsible for managing and refining the project strategic roadmap and overall integration of data warehouse development into HC strategic plans and business processes. Responsible for managing integration of human resource segments of the data warehouse with business systems (financial, programmatic, etc.) within the enterprise warehouse. Formulates requirements needs assessments, requirements development, and oversight, leadership, and management of essential elements of NSF's HC information environment. Coordinates with other Agencies, various NSF organizational units, and external organizations, as needed, throughout the life cycle of each program/ project. Manages and advises on using a project management framework for efficiency, effectiveness, and desired results. Formulates and recommends plans to improve projects by ensuring appropriate metrics and measurements are incorporated into project evaluation. Establishes content management, data/reporting quality control, reporting/dashboarding, access and security processes/controls. Integrates the full range of change management and communications across stakeholder groups in collaboration with other cross-functional project leads and managers. Expert knowledge of project management techniques and ability to plan, lead, and evaluate the work of project teams assigned. Develops life cycle cost analyses of projects, cost benefit analyses or economic evaluations of current or projected programs to determine economic feasibility of program operations and recommends alternative solutions to problems and issues in program areas. Serves as an advisor and technical authority on HC systems-related projects for the Agency. Plans, and manages programs and projects for broad, emerging, or critical large-scale agency HC information systems and services to include the overall integration of agency HC functional processes (e.g. performance management, staffing, classification, etc.) with other agency programs (e.g., finance, security, etc.). Coordinates and establishes HRM processes to support the alignment of process and strategy across all NSF internal and external Federal stakeholder groups. Provides IT project management expertise to other HR IT POCs in HRM on especially complex or broad issues/studies. Leads/facilitates cross-functional groups on issues related to HC IT systems including requirements development, maintenance, change requests, etc. Communicates with HRM and DIS management as appropriate regarding resources needs/changes. Also communicates with HRM IT project leads and DIS project leads and contract resources. Ensures projects are staffed with an appropriate mix of internal, external and contractor personnel, who bring the right competency mix to the project. Provides HRM IT project leads with guidance and or processes to monitor IT project performance, ensuring-alignment between project scope, technical requirements, supporting resources, and project budget. To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples include the ability to:
Develop and interpret policies and procedures for delivery of IT services; provide expert technical advice, guidance, and recommendations to management on critical IT issues; apply new solutions to previously unsolvable problems; develop solutions to integration/interoperability issues; manage IT systems that meet current/future business requirements; and/or manage projects. CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP, MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION BUT ARE NOT ELIGIBLE FOR PERMANENT PLACEMENT INTO THE POSITION.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
