This position is located in the Accounting Division, Program Systems Operation Branch.
The incumbent will be responsible for recording, reporting and reconciling FBWT, Grant and ASAP Activities, Accounts Payable and Accounts Receivable activities, Collections and Unliquidated Obligations, and A-123 Controls.
Provide customer service and maintains working relationships with Regions, Department and external customers.
Learn more about this agency Responsibilities Performs analysis of the accounting operations supporting the Automated Program Accounting System, identifies problem area or deficiencies and develops systems recommending corrective action of identified problems.
Serves as the technical expert and provides professional advice on complex financial and accounting matters to budget Division, allowance holders, Office of Finance, and Department of Treasury concerning matters of financial input for FNS programs.
Coordinates the resolution of accounting problems with the stakeholders in revisions or improvements to the Program Accounting Systems that incorporates developed recommendations on new laws, new applications, or guidance from external sources.
Develops and maintains Branch procedures for preparing accounting entries which includes beginning of fiscal year entries:
End-of-accounting period, end-of fiscal year end closing accounting records, adjustment entries into the accounting systems.
Attends decision making meetings with managers and supervisors and furnishes accurate data that relates to the financial status of funds reviews.
Recommends uses of accounting data that will assist managers in their management process.

Qualifications To qualify for the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Specialized experience is defined as experience such as:

Managing debt collection activities, 2).
Monitoring and processing accounts payable and grant program activities, 3).
Process and maintains grants system administration (Awards, amendments, and closeouts) and manages program accounting system grant receivables and collections recording accruals and reconciling subsidiary ledgers to the general ledger; 4).
Analyzing problems and issues involving accounts payable using accepted financial and accounting methods to reconcile financial and program data, internal controls and audit procedures to measure the degree of program and financial management compliance, 5).
Applying federal accounting standards, OMB and Treasury guidelines, laws, regulations, and financial management principles to execute financial reporting and management activities, including ensuring appropriate internal control over financial reporting.
6) Researching, analyzing, and processing detailed and/or summary level financial information (eg, trial balance data) to ensure completeness and accuracy of financial statements and other reports.

Administers AMA and ASAP financial data; including ASAP and AMA re-processor, and EBT Daily ASAP Issuance Payment Certification and maintains and update accounting master data files, ensuring all necessary account codes and applicable relationships are proper in conjunction with Regional Offices, State Agencies and EBT Processors.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).

Education Applicants must meet the following Basic Education Requirements for the Accountant, 0510 series for the GS-12 or GS-13 position.
I have a bachelor's or higher degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (which may include up to 6 hours of credit in business law).
Such education must have been obtained in an accredited college or university.
OR I have a combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The combination of education and experience included one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (can include up to 6 hours of business law); A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, eg, 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, has successfully worked at the full-performance level in accounting, auditing, or a related field, eg, valuation engineering or financial institution examining; and except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
